How we got started - In 1980 Mike and Victoria Shulem |
| |
started Data+Imagination, Inc. (Monarch's parent company) out of a need for better communication between legislative and campaign offices and their constituents/voters. At the time, both Mike and Victoria were heavily involved in political campaigns and fundraising efforts. Mike was the campaign manager for a high profile candidate where he was responsible for surrounding the candidate with success minded staff, consultants and supporters. |

However, the one missing piece was a better way to communicate with the voters. Mike envisioned a database application program that would allow the staff to personalize each communication with their constituents. |

In addition, given the high cost of outside vendors (mail-house, list vendors, phone banks, pollsters, etc.) and the lack of 'personal touch' in the mailings, Mike designed a software program that could do all the tasks required for a successful campaign, but with a very personalized approach. VoteTech Campaign Software was created. |

As the leader in Campaign Software, Monarch Constituent Services was asked by the California State Assembly to create a constituent services software system that would focus on the daily casework |

and letter generating tasks of the Capitol and district offices. Through research, database design, software programming and assistance from the Capitol and District legislative offices, Monarch developed the very user-driven Constituent Management Software (CMS). As a result of Monarch's efforts, the CMS system was quickly purchased and adopted by all 80 Members of the California State Assembly and is now used by all levels of government from city council, to State Legislators, to the Members of the United States Congress. |
